ogr2ogr -S57 doesn't work

Description

Two issues :

  • ogr2ogr itself doesn't like when the newly created datasource has already the target layers
  • the S57 driver is confused by the @NATIVE_DATA=YES open option and ignores the OGR_S57_OPTIONS env variable.
