Is it possible to include a DBF driver in future releases?
I realise supporting old formats, and non-spatial ones at that, is a low priority, but seeing as there is already a Shapefile driver that has to read DBF anyway, would be a simple job to setup another driver with that existing code? Similar to how CSV support spatial and non-spatial.

The shapefile driver already supports reading only .dbf files.
