Some types of vector pdf files are not recognizeable by ogrinfo command

Description

Some types of vector pdf files are not recognizeable by ogrinfo command. I don't know if it is a bug so I add as request.
Request is to add new configuration option to enable opening such files with 'pdf' driver and write information about files. If option=NO (default) ogrinfo will work as it is now. If option=YES ogrinfo will show information about such files.
I attach zip file containing 2 vector pdf files which are not recognizeable by ogrinfo command. Other pdf not recognizeable you can download from here: ​https://en.wikipedia.org/wiki/File:APISmap1.pdf

That PDF has only the default layer, but currently the driver requires explicit layers. I don't remember if there was a fundamental reason for that limitation.

Update: GDAL 2.3dev does not find layers.
