Description

The raster utilities manual page ​http://gdal.org/gdal_utilities.html is documenting "General Command Line Switches" at the end of the page while the vector utilities page ​http://gdal.org/ogr_utilities.html does not. It is difficult for the users to find the documentation for example about how to use optfile with ogr2ogr.

I took the section from the raster utilities page and added it slightly modified into the vector utilities page. I am uncertain about how to edit the .dox files correctly so I prepared a patch for r29181.
