update GFS files for RUIAN

This ticket has been open as a request for update of GFS files for Czech Exchange format for RUIAN. GFS files in trunk solves various issues, namely:

  • integer(18) data types changed to string(18) - OGR currently doesn't support int64 types
  • correct handling of files with changes (type ST_Z)
  • new layer ZaniklePrvky to handle correctly features marked for deletion

If no objections I will apply attached patch attachment:ruian.diff​ in 1.11 branch.
