Description
On this page, http://gdal.org/gdal_translate.html it says,
-outsize xsize[%] ysize[%]: Set the size of the output file. Outsize is in pixels and lines unless '' is attached in which case it is as a fraction of the input image size.
The empty single quotes are supposed to contain the percent symbol (%) as can be seen here, http://trac.osgeo.org/gdal/browser/trunk/gdal/apps/gdal_utilities.dox

Added escape character to '%' and generated proper docs with doxygen 1.7.6.1. Fixed in trunk r24370. I don't know when the documentation gets generated. Closing. Reopen if it doesn't get fixed.
