File epsg_inc.pcs file contains two entries for values 26774 to 26777

table contains two entries for EPSG:26777 One for Kansas North and one for UTM 17N on NAD27BLM which should be EPSG:32064 instead. The same holds for entries 26774, 26775, 26776. The confusion seems to date back to original GeoTIFF code since listgeo.exe is also confused when analysing a GeoTIFF file using this PCS code.

You meant epsg_pcs.inc ? This file belongs to the libgeotiff project (it's just imported in GDAL source tree from the libgeotiff source code). It would be more appropriate to open a ticket there : ​http://trac.osgeo.org/geotiff/
