Update OGR GeoJSON driver to follow GeoJSON 1.0 — at Initial Version

Description
Current implementation of OGR GeoJSON driver is based on GeoJSON Specification draft, v5.0. The GeoJSON team is very close to release version 1.0 of the specification, so it's a good idea to plan to update the OGR GeoJSON driver.
The update should be made shortly after GeoJSON 1.0 is published. Then, it can be announced as GeoJSON 1.0 implementation, perhaps even reference implementation in C/C++.
I am willing to update the driver myself.
