Description
S-57 update method does not seem to update the FRID field of a record properly. Usually, this is not a problem. However, if the PRIM subfield of the record is to be changed by the update, then must not the FRID field also be updated? Example concerns update from PRIM=2 to PRIM=3. Result of update is broken FSPT linkages. ENC files containing this behaviour include US5FL51M.000/001. Object class is SLCONS, RCID = 3873.
