tiffiop.h included in a few sources

tiffiop.h is included in these sources, in a normal build:

nitfbilevel.cpp
IngrTypes.cpp

I found it in hfa/img2tiff.cpp, but that is not normally built.

They compile without it, so it looks like tiffiop.h isn't really needed. Being a private header, tiffiop.h is not in standard tiff installations.
