DHDN transformations have bad EPSG #s — at Initial Version

Description
DHDN/3_to_WGS84 has two EPSG#s associated; 1777 looks correct, 1673 does not. Unfortunately the bad one is listed last and takes precedence.
DHDN/2_to_WGS84 lists the same two #s. 1777 is bad because the rotation signs are bad on this transformation. 1673 is bad for the same reason as the DHDN/3_to_WGS84.
