Snapping dialog defaults and loaded form saved project

Description

This patch does two things.

  1. if adding a new layer, the snapping options will default to the values that are set in the general qgis options. Thats what's new.
  1. When restoring a saved project the 'snap to' that was saved in the project file wasn't restored. The patch corrects this. And that's was was broken. :-)
