Fix longitude wrapping within pj_transform

Description

The current implementation of pj_transform does not preform the longitude wrapping correctly. This patch now ensures that longitude range is set to +/- PI either side of the specified wrap center, as defined by the +lon_wrap proj parameter.

Patch applied, and a test was introduced in testvarious (r1789).

Things were badly broken before this fix. Changes are currently only in trunk.
