Add ITRF and friends to to epsg file

It would be nice to have some of the ITRF geocent like these added to the epsg file

  • EPSG:4919 -- ITRF2000
  • EPSG:4896 -- ITRF2005
  • EPSG:5332 -- ITRF2008

Note, this means adding geoccs.csv to the steps documented in:

 http://svn.osgeo.org/metacrs/geotiff/trunk/libgeotiff/csv/README

We should likely also regenerate the postgis spatial_ref_sys this way.
