Description

PostGIS_EDB_Regress_winnie fails as it has not enough time to start postgres.

File that builds it is not under version control: 

cmd /c call C:\Users\ADMINI~1\AppData\Local\Temp\jenkins2136229085309350645.bat

An attempt to fix it can be -t 300 to pg_ctl start.
