Description
1. Reformatted Chapter 7 < http://postgis.refractions.net/docs/ch07.html> into two parts, the first the original bug-reporting material, the second a description about how to report documentation issues (based on suggestions by Paul Ramsey).
2. Made minor punctuation and grammar corrections to the first part.
