postgis_restore.pl switch to try to convert to typmod

I dont' think this is on by default as typmod doesn't work in many cases, but it would be nice to provide the user with an option to bring in constraint baed geoemtries as typmod because for large tabesl its much faster to do during load than after the fact since you don't have to pay an update penalty.
