These tests were temporarily removed to allow build and test against older versions of GEOS (3.0.0)

Tests added in and switch on GEOS_VERNUM added to allow conditional testing to remove tests for older versions of GEOS.

This is marked as Verified when Verified was higher than fixed. Is there any way to do a macro update of all Verified to fixed?
