Release notes should include notice about upgrading

Description

The Upgrading chapter of the postgis manual says that release notes tell you if you need soft or hard upgrade. It was surely so as of 1.1.6 but doesn't seem to be the case anymore for later versions.

Would be nice to get the love-for-upgrade back in place.
