Smarter uses of menus

Description

Site feedback would like to see menus being used. We agree but need to find a balance bewteen the hot items which are used all the time versus actions we don't use very often. I think menu items are good for things we don't use all the time for it takes longer to click to the desired action when they are located in a menu.

We have now included menu options for items that are not needed to be used a lot. We have added menus to all user pages
