Unused welcome_message.txt ?

Doing the French translation, we've seen welcome_message.txt file but doing a grep it seems unused.

Can you confirm? If yes, I think we should remove it.

desktop-conf/welcome_message.txt is displayed when the user first logs in, by the shell script desktop-conf/welcome_message.sh.

• I merged it to the OSGeo-Doc repository for translation
• we added 11.0 versoin in the header
• reference to the United States Geological Survey for the wallpaper

I didn't thought about cross references between OSGeoLive repo and OSGeoLive-doc and only made grep within OSGeoLive-doc
