Add Cairo support for grass-7.0

Adding cairo and cairo-dev headers would be appreciated for the upcoming version of grass (7.0).

fwiw, the cairo driver is also used in GRASS 6.4.

but, ummm, perhaps that isn't very useful for 6.4 given that those drivers require unix sockets and so don't work on ms-windows anyway. (?)

Not that I know.

BTW GRASS is still looking for a new maintainer. I added/updated GRASS in OSGeo4W just for QGIS. As I don't even use it, I've spend way too much time on it already.

And the GRASS community doesn't seem to have much interest in a OSGeo4W GRASS anyway.
