Description

This is easily done with NSIS (Nullsoft Scriptable Install System)...so maybe the easiest way is to create a small exe through NSIS that is executed by osgeo4w in the post-install process.

..related to that is the need for an uninstaller (this was easily done with NSIS...but i'm not sure how to handle this with cygwin)
