GDAL: Include html documentation for utilities

Is there any particular reason why the gdal package(s) includes html documentation for formats, but does not include other documentation, e.g. for the gdal utilities? Is it simply because this documentation is not generated by default when using MSVC? (I couldn't see an obvious way to build it). It seems to me that if the man files aren't included then the html files definitely should be.
