KeyBoardDefaults Control

This Control is still under development. It is not currently used by any example code, and it is on the exclude list for the singlefile build.
When added to an OpenLayers Map, this Control gives the user the ability to use the up, right, down, and left keyboard keys to pan the map N, E, S, W (respectively)
