When triaging bugs, developers generally follow this set of rules for assigning milestones:

Generally, put into the 'next' release. At release time, the bug list is reviewed, and bugs which will not be fixed in the current release are moved forward.

Features

Put into 'future', unless work is actively being done or a patch is available, at which point thy are moved into the 'next' release for review.
