color correction on navtoolbar

Description

Highlight colors should be reversed for the nav toolbar for consistency. All other active controls are dark blue. In the nav toolbar, active button is shown as light blue and inactive as dark blue.

I am hugely in favor of this patch.

1) Does it kill us to flip them? 1) Does anyone even use the NavToolbar anyways?

If we answer yes to the first question, then please move this to 3.0

You can override these in CSS. We won't change the default.
