Routines to get and set the active layers for a map would be nice

Description
The Permalink and ArgParser controls have code to build a string representing the active layers and then parse that to restore the state.
It would be nice if that code was directly available as getActiveLayers/setActiveLayers methods on the map object or something so that the map state could be stored in other ways.
