add control for vertex editing

Ticket #638 allows for moving of vertices. In addition, it should be possible to delete a vertex and insert a vertex before or after another vertex in a LineString.

Looking at the description again -- this isn't in the cards for 2.5 at the moment (though it might come back if camptocamp works hard).

Instead, creating another ticket for the ModifyFeature control, which should go into 2.5.
