659	Navigation toolbar using panel inheritance	openlayers		I thought it would be nice to have an example of a navigation toolbar that uses the new functionality of a panel toolbar.  Since I had to do this for part of a project I am working on, I thought I would submit it and let you decide if it should be made as a sample page.
