Description

The bug is explained here:

This behavior does not occur using the PanZoomBar for panning. It is only reproducable if you move the map via drag'n drop.

Ok. Using the Navigation-Control instead of MouseDefaults solves the problem. But I'm sure there are some more people who are still using MouseDefaults.

After  https://github.com/openlayers/openlayers/commit/ec6c5eb74bb3a747ca550e523b9ffa4fe3cdb373, MouseDefaults is no longer included in the full build.
