Double-clicking in Overview Map recenters

If you doubleclick in the overview map, the little map recenters itself. Maybe this is desired... but I don't think it is.

I think this was intentionally left this way. Note that the overview map looks a lot nicer if maxExtent is interpreted "loosely" (see #340).

Yeah, I still don't think this is a bug, and Tim doesn't either. I'm pushing to 2.5. If there is no further feedback as to why this is considered a bug before 2.5, I'll close the ticket at that time.
