Description
In 2.10 (trunk), the legend and metadata attributes of layer are not read and written consistently in Format.WMC.
This patch adds more structured metadata attribute, with href, type and format attributes, introduces new legend layer attribute (href, width, height), and introduces new layer abstract attribute.
Everything is read/written to given layer in consistent way.
Test included (but will have to be probably split into several WMC* tests).
