Extending Format.Text for configurable parsing options

This patch adds configuration to extend Format.Text to be able to use a configurable delimiter while allowing for the presence of the delimiter within a double quoted field. Also allows for a WKT column within the text file.

This patch is initial version, passes existing tests. I will include tests for the new functionality and an example before asking for review although any comments welcomed now.

Patch based off revision 10795 work is committed in sandbox/bitner.
