Remove Handler.MouseWheel mozilla workaround

Description

About 2 years ago, mozilla had a bug with the DOMMouseScroll event (wrong mouse position) we've added a fix in the mouse wheel handler to work around this.

How long do we want to keep the backward compatibility ?
