upgrade to XMLHttpRequest 1.0.4

Since Sergey has given us permission to change his license for the OpenLayers project back to Apache, we can now upgrade to the latest version of his library, 1.0.3.

Tests still pass in FF3.5 and IE6, please review.

I just checked and it doesn't fix this issue unfortunately. I'll contact Sergey about this.

Phil has confirmed this fixed his issue with local files in IE8, and we have fixed ticket:2065 in the OpenLayers library instead, so I think this is good to go.
