Dragging optimization for vector layers

Description

If vector layers are dragged the DIV's of vectors are not updated. Therefore areas of the vectors outside viewport tha are just comming into view are truncated. With a simple modification this can be omitted (see attached file).

I believe that this clipping is intentional for performance reasons, but without seeing a diff, I can't tell what you've changed.
