Fix Div Resize with VE Layer

Description

Similar to #183, we need to be able to gracefully handle the case where the main OL map div is resized and the map contains a VE layer.

google's api provided a checkResize() method.

At first glance, VE provides nothing of the sort. We will have to find another way of dealing with this.
