readme.txt mention an inexisting docs.sh script

Description

The readme.txt at the root of openlayers says:

« Dcumentation is available in the doc/ directory: to build an HTML version of the documentation, run ./docs.sh in the build/ directory. »

However, this docs.sh script is missing. I attach a simple implementation of it.
