Layer switcher looking bad in IE6

Description

When applying attached patch, layer switcher looks fine in IE6.

Without it it is strangely wider then it should be.. At least in my IE6 browser..

As long as this is getting touched, it would be good to move style declarations to css.

I disagree with Tim. This change is easy. Changing style to CSS has lots of reasons it is much harder.

But the layerswitcher looks different in Safari with this applied. (gap on the right hand side) So I'm bumping
