time/date framework for openlayers

A patchset to allow OpenLayers to handle layers that have a temporal aspect. It's implemented in a (hopefully) generic fashion that allows this feature to be implemented fairly easily into any layer. Some layers and controls using this framework (as a result of work on #1284), which will be submitted in their own respective tickets:

A generic way to add a time dimension to OpenLayers still needs ideas and discussion.
