3994 is incorrect

With respect to spatialreference.org (a very useful site - my thanks to you & the other who maintain it) 

I note that the revised Mercator41 projection (EPSG:3994) does not include the proj.4 parameters to define it. This also applies to the postgis command to insert an appropriate record into the spatial_reference_sys table, where the proj4 string is empty, so the command will work, but fails to insert the required projection info to actually be useful.  EPSG:3994 supercedes an error in the original spec which was EPSG:3752.
