[OGC] New metadata available for capabilities.

In bug 944 many metadatas have been added in each OGC specs.
WMS:
wms_metadataurl_type
wms_metadataurl_format
wms_metadataurl_href
wms_dataurl_format
wms_dataurl_href
wms_style
wms_style_<style's_name>_legendurl_width
wms_style_<style's_name>_legendurl_height
wms_style_<style's_name>_legendurl_format
wms_style_<style's_name>_legendurl_href
(*: <style's_name> is the content of the wms_style metadata which is the name of
the style)

WFS:
wfs_metadataurl_type
wfs_metadataurl_format
wfs_metadataurl_href

WCS:
wcs_metadatalink_type
wcs_metadatalink_href

ok the new metadata for WMS and WFS are now added to the wms-server and
wfs-server docs in CVS.  along the way i became good friends with the wms and
wfs spec documents again, discovered a bug that crashed mapserver, and totally
revamped the wms-server howto.  :)  

all that and I don't even get the satisfaction of marking this bug as "FIXED"
because i'm not sure about the status of WCS docs ha.

So what do you need to close this? Feedback from Steve on the WCS docs? Perhaps
it would help if he was CC'd on this then?

I think WCS should see a seperate bug. I've gotten a start but certainly am not 
finished yet.
