[MapServer-wms]wms_timeextent accepts only range values

As stated in bug 872 comment #1, wms_timeextent should accept a single value, a
list of multiple values, an interval value and a list of interval values.  When
a request is sent with the "Time" parameter set to a valid discrete value and
"wms_timeextent" is set to a value other than an interval value, map is returned
empty (no image).
