implement layerorder access for Perl mapscript

Description 

We'll do this just like we did for Python, in a perl/plextend.i file.  Only
if other language users catch on will we try to do it more generally with
typemaps.

Milestone: → 4.4 release 
Project manager is trying to schedule a 4.4 release with a feature freeze
at the end of October.  Any progress, Ethan?

fix was contributed in another issue.  Number 1005.  It will appear in the
second 4.4.0 beta.
