[WFS HOWTO] Add mention of SERVICE=WFS required parameter

Subject: Addition for WFS Howto

Unless I missed it in the HOWTO, it would be helpful to add to the HOWTO
that 'SERVICE=WFS' is a requirement in the URI in order to get WFS
capabilities back.  Otherwise, you will always get back WMS capabilities.

Note that the requirement for SERVICE=WFS is not specific to MapServer: it is
implied by the compliance to the WFS specification. We don't want to end up
duplicating the whole WFS spec in our HOWTO to document the list of required
parameters and other WFS behaviors...we're talking about approx. 100 pages of
spec here.

However, if there are any examples of GetCapabilities requests in the document
they could clearly state that SERVICE=WFS is required.
