It is impossible to make a layer unreachable for WMS

Description 

It could be really useful to have a keyword that allow to desactivate a layer
for WMS. The keyword DUMP do the job for WFS, but I don't know any equivalent
for WMS.

This keyword would allow to use a group layer without let invidual layers
accessible.

Actually, bug 337 already discusses possible solutions for hiding WMS layers.
Bug 638 is about status default layers and is only indirectly related.
