[MapServer]Raster query results are not highlighted

This should be addressed for 4.4 release.  Normand, could you prepare the 
demonstration info and attach it when you get a chance.  I have a feeling you
might have sent it to me by email way back when, but I don't seem to have it
anymore.

error is not on my side.

Where do you think we should go with this?  Can you provide info for me to
reproduce it?  I suspect this will end up not being practical for raster
queries for the same reasons as we couldn't save raster queries, but I 
don't really understand how the highlighting works in mapserver yet.  If
I have a test case to work with I should be able to at least understand it.

Steps to follow:

1.  Click on "Initialize with HTML legend 1" button
2.  Select the "Cities" layer
3.  Click on "Refresh/Query" button
4.  Select "Query feature"
5.  Click on a city
