[center] template tag problem

Description 

The value computed for that tag is based on an center/center pixel model.
MapServer now uses a UL pixel model. The result is that when using that tag and
repeatedly refreshing a map you get creeping to the lower right. Not very
obvious but a bug none the less.

Made small change in maptemplate.c to reflect the UL pixel model. I wonder if
there might still be remnants elsewhere? Hmmmm....
