[WMS Server]The "msGMLOutput" tag is undefined in the return document

Description 

The "msGMLOutput" tag is undefined in the return document.  The tag definition
is not a recognize tag which makes the GML validation to fail.

wms/wmsops/getfeatureinfo/params/info_format/3
